I guess it's all circumstantial.. I think there's only certain situations where the ends will justify the means. Oh my this is a deep one, perhaps I'm over thinking it lol!
As others have said, this is definitely circumstantial, but in general I'd say using this as a justification for immoral action is wrong. In the end, this line of reasoning is used to defend negative actions that had unexpected positive results.
