Buying Rooms?

Hello! I'm looking for a certain room and am wondering if the rooms available under "shop" rotate!
Also, can people sell you rooms?

They don't.. Only way to get rooms other than the ones that arent in the shop are thru trading other players. Sometimes rooms may be released in potc chests, sometimes in a forum or discord prize and also sometimes weekly releases(barely). I think also a few were also given out during host events in the past but i dont quite remember.

You can turn any room into a pin and then back into a room, so your trading a pin when you trade for one
