That's because the "Chat" link is to the old chat they no longer use. i have NO idea why they didnt fix that yet. You actually have to click "Forum" (to go to the forum homepage) and if you're logged in it should be at the top!

Well you said you clicked the chat and it said restarting. The shoutbox doesnt have a link and doesn't say "restarting".
The old chat at http://myvmk.com/index.php?pageid=chat says that.

Does it say "restarting" or "refreshing"? I've had the "refreshing" issue before, but I've never seen "restarting".

The only causes I can think of are:
A) You're using a proxy. I'm going to assume you're not, though, so skip this.
B) Javascript may be disabled. The shoutbox is coded in AJAX.

ISSUE FIXED THANKS TO GRIZZLY! Thanks to everyone else for suggestions, I think it had to do with my User group.
