This and a quest pop up randomly showed up when I entered another room, and whenever I tried to backspace it, it would show up again? I didn't say anything at all before that...

It's part of the "common bugs", like random popups. Ive had it a few times. Be thankful it isnt 55 days (in seconds). If its long just relog, or else itll go away normally after whatever time it is. It's annoying but you can spam the chat with it for a laugh

I really wish there was a way for them to eliminate that feature!!! Every time I got that I would go to a corner of the room I'm in. Then everyone would say, "TIME OUT AGAIN DIS?" What can I say, ME BAD!!!!!!!

It's not a bug. It happens to me a lot. You just have to ignore it.

I dont think its a part of the common bugs popups
I'm pretty sure its there on purpose to prevent excessive spamming.
