Alright so here's what I've got so far:

First code (found on Twitter):

yee that's as far as i've gotten also, but i'm not sure where to take the second code. i'm good at creating html coding not deciphering other codes unfortunately heheheh. but hopefully someone figures it out :3

The bottom part has a pattern of a normal URL, so if #ggh_|| = http://

Assuming rcv"bcar% = download.
x$mxn = myvmk
%&cx = .com

All the letters match up so far... (e.g. "x" = m, "%" = . , etc.) That already gives you a good number of characters to work with.

So that leaves just |gka"fxzffzc"o%gpg

... Fill in the gaps with what we know so far.... it gives us...

Gonna assume the last part is .txt. Now just trial and error of filling in the blanks and looking at what works (f= s makes sense) it's transmission2.txt

Not my problem anymore I explained how it works and gave like 10 characters to work with someone else's turn to fill in the blanks!!
