From what I understand you can trade it to people and they get 9500 credits when they sell it. So it's about a 500 credit fee. So instead of credit sprees that's what it is used for.

Yep, that's exactly right. The "fee" for selling it used to be 2,500 so it was worth 7,500. But they lowered it. It's an alternative to doing credit sprees.
