i still have no idea why this didn't win i mean there's really no rule that a room has to fit the theme of the month anyways...

Clearly it's one of the unwritten ones that we the lowly players don't need to know about. However, I can see it working for the current month's theme since Mother Gothel is a Disney Villain, and the whole reason Rapunzel was locked in the the tower.
