Friendly games in POTC are not against any rules, and is acceptable.
Players who are doing the friendly games have a group of 4+, all unique players, no clones. All of which have to actually play and put time in to get any reward - same as a regular game. It's not against the rules as long as all 4 players are individual players. By playing this way, only one account per person is making any credits, not 2+ as they would in cloning (that's where the 'unfair advantage' comes in with cloning. Using multiple accounts, to earn credits). This same thing was done in the original game, just as it is now.
Friendly games are really just players playing a game and taking the 'fun' out of any 'battle' for themselves. Some players aren't as good at certain games. Having a team that works together helps them actually get something out of it, rather than hop into a team again and again only to lose because they play poorly. There is no problem with players working together. Again, as long as they are all legitimate players, there are no issues with friendly play.
If you're looking to play actual battle games, there are plenty of players out there that aren't playing friendly games. The keys are new. Give it time. You'll see pirates get back to battle mode soon.
